The Benton Foundation in conjunction with the Grantmakers in Film and Electronic Media (GFEM) just released Philanthropy's Role in Creating a Connected America, a tool kit for foundation's on how to help communities leverage federal broadband stimulus funds.  $7.2 billion was included in The American Recovery and Reinvestment Act (ARRA) for Broadband (high-speed internet) deployment
